Community Development Group was established in 2020 to pursue commercial, industrial, and residential real estate opportunities predominantly in the Gulf Coast Region. Our five founders recognized the untapped potential of this area and combined their expertise — spanning real estate development, capital markets, and project management — to invest and develop in the region.

Mr. Kelly has nearly 40 years of real estate and capital markets experience, including more than $50 billion in financial transactions overseen and $3.5 billion in real estate developed, including $400 million in public-private partnerships. His significant governance and strategic planning experience includes serving as Chairman of the Texas Public Finance Authority from 2002 to 2006, Chairman of the Teacher's Retirement System of Texas from 2009 to 2017, and currently as Trustee for the Dallas Police & Fire Pension System. In the private sector, Mr. Kelly is a lead independent director of TCW Direct Lending, a director of The Invesco REIT, and director of Ashton Woods Homes. He holds an MBA from Stanford and a BA in Economics from Harvard, where he was a John Harvard Scholar.

He holds an MBA from Wake Forest and a BBA in Finance from the University of Texas.

Mr. Foster is the CEO and founder of Crown Group, an international hospitality company employing over 1,000 people through its affiliates. He has spent more than 25 years developing significant properties across nine countries spanning a wide range of development types. In addition, Mr. Foster also founded several significant operating businesses, including hotels and integrated resort properties, as well as a prominent oilfield technology and solutions business with locations throughout North America. Earlier in his career, Mr. Foster served as Vice President of a Dallas-based buy-out firm where he evaluated and managed numerous investments across a variety of sectors. He holds an MBA from SMU and a BBA in Finance from the University of Alabama, where he also served as president of the student body.

His previous roles included developing Frito-Lay's national build-to-suit industrial development program and representing major corporations such as The Walt Disney Company and PepsiCo in more than 400 commercial/industrial transactions. He was also responsible for domestic and international development and construction activities at Cushman Realty Corporation, now known as Cushman & Wakefield. A veteran of the U.S. Army Corps of Engineers, Lessel served as the senior military social aide to President and Mrs. Ronald Reagan for three years. He holds an MBA from Stanford University and BS in Engineering and Economics from the U.S. Military Academy at West Point.

He is a senior advisor to multiple asset managers, private equity firms, investment banks, and venture capital funds. His investment and operational expertise spans various industries, including real estate development, asset management, consumer packaged goods, e-commerce, fintech, healthcare, insurance, logistics, retail, and telecommunications. Mr. May possesses over 35 years of experience in all facets of real estate development, with extensive expertise in structuring transactions, financial modeling, public-private partnerships, and development management. As Founder and Principal of Keystone Development Group, he has managed a portfolio of individual and master-plan projects spanning mixed-use market-rate multifamily and affordable housing, hotels, sports and entertainment, office, and R&D development for clients including Related Companies, Bentall Kennedy, the Oakland Athletics, Serra Real Estate, MacFarlane Partners, and others. His master-plan work includes Related's CityPlace Santa Clara, the Oakland Athletics' Howard Terminal development, and SUDA/MacFarlane's Mandela Station. Earlier in his career, Mr. May was Vice President of Development with the Kimpton Hotel and Restaurant Group and held regional development leadership roles with Security Capital Group and SCG Multifamily Development. Ms. Wong is a special advisor to CDG with an extensive infrastructure background that includes senior roles at some of the most prominent authorities in the sector. She served as a Supervising Financial Analyst in the Office of the CFO at the Port Authority of New York and New Jersey, where she negotiated a $400 million contract for the Automated People Mover system at Newark International Airport and later led the financial function for the airport's $1.8 billion redevelopment program. She also served as General Manager of Strategic Planning at the Provisional Airport Authority in Hong Kong, and earlier specialized in infrastructure and transportation credit analysis at Moody's Investors Service, evaluating large-scale public projects such as the Port of Seattle, BART, and the fuel system at LAX Airport. In the private sector, Ms. Wong has held leadership roles at Cushman & Wakefield Capital Asia and Bravia Capital, advising sovereign wealth funds, family offices, and institutional investors on capital strategy, fund formation, and real estate investment across Asia, the Middle East, and North America. She is the founder and managing partner of Lapis Global, an investment and advisory firm with a two-decade history of collaboration with CDG. She holds an MBA in Finance from Fordham University and a BS from the University of Dayton.
